DataFlow is not a blanket requirement for every healthcare professional educated outside Norway. Two standing published requirements currently cover the main situations: you are a new medical-doctor applicant educated outside the EU/EEA, or the documents you are using were issued in Pakistan. Helsedirektoratet can also request DataFlow verification in an individual application even when neither standing rule applies.
That distinction explains why two applicants from the same country can receive different instructions. Profession matters, the country that issued the documents matters, and a direct request from Helsedirektoratet matters.

The two standing rules can overlap. A doctor educated in Egypt comes under the doctor rule, even though Egypt is not currently named as a country with a blanket verification requirement. A nurse whose documents were issued in Pakistan comes under the Pakistan rule, even though the separate doctor rule does not apply. A doctor whose documents were issued in Pakistan comes under both rules.
Rule 1: new doctors educated outside the EU/EEA
Helsedirektoratet’s profession specific page says that all new applicants for medical authorisation who were educated outside the EU/EEA must use DataFlow. The documents that must be verified are:
- the medical diploma
- an official transcript, institutional documentation, or both, issued by the educational institution and showing the number of hours per subject
This is a profession based rule, not a list of selected countries. It therefore includes medical graduates from Egypt, Pakistan, Iran, Jordan, India, the United Arab Emirates and every other country outside the EU/EEA.
If you previously applied and the same verification reports are already documented in an earlier case, Helsedirektoratet says you do not need to verify those documents again.
There is also a transition for applicants who had already started verification through ECFMG. They may continue with that service, but Helsedirektoratet will not accept ECFMG verification reports from 1 January 2027. If the ECFMG report does not include the transcript showing hours, that document must still be verified through DataFlow.
Rule 2: documents issued in Pakistan
As checked on 17 September 2026, Pakistan is the only country identified on Helsedirektoratet’s general authorisation guidance as having a standing country-based DataFlow requirement. The trigger is where the documentation was issued, not the applicant’s nationality or current country of residence.
The standard Pakistan list includes:
- diploma or degree certificate
- transcript
- licence to practise or registration, if held
Only documents issued in Pakistan should be verified under this country procedure. Do not send Norwegian employment certificates through DataFlow. Helsedirektoratet specifically says that Norwegian employment certificates must not be verified.
Pharmacists must also verify all pharmacist work-experience documents issued in Pakistan, if they have any. Other professions may have their own additional document requirements, so use the checklist on Helsedirektoratet’s page for your profession rather than assuming that the general list is complete. Doctors with documents from Pakistan come under both rules. Their profession specific list can also include the applicable internship or house job certificate, licence or registration, and work certificates from Pakistan. Helsedirektoratet currently recommends the DataFlow Mandatory 5 Document Package for this route.
One narrow exception appears on the Pakistan page. Applicants who already hold a valid equivalence decision and complete the additional requirements within its three year deadline are exempt from the new DataFlow requirement. If that deadline is missed and the person has to apply again, DataFlow applies to the new application.
Egypt and other countries: what “not required” really means
For a healthcare professional who is not a doctor, documents from Egypt do not currently trigger a standing country-based DataFlow requirement. The same is true of other countries not named in Helsedirektoratet’s published country guidance.
That does not mean verification can never be requested. Helsedirektoratet states that it may require verification in individual cases. If that happens, it will contact the applicant and identify which documents must be verified. It may use DataFlow, ask an employer or educational institution to send documentation directly, or request another form of primary source verification.
This is why a written reply from Helsedirektoratet saying that DataFlow is not currently required for documents from Egypt can be correct for a nurse, physiotherapist, dentist or another profession, while an Egyptian educated doctor still comes under the separate doctor rule. When an email appears to conflict with a profession specific application page, ask Helsedirektoratet to confirm the answer for the exact profession and application type.
Do not pay for DataFlow simply because someone from the same country used it. Their profession may be different, or Helsedirektoratet may have requested verification specifically in their case.
It is worth checking your exact profession page and any email you have received before spending money.
What DataFlow verification does
DataFlow carries out primary source verification. In practical terms, it checks the submitted credentials with the institution or authority that issued them and produces a report for Helsedirektoratet.
The report does not grant Norwegian authorisation and does not decide whether a foreign education is equivalent to the Norwegian qualification. Helsedirektoratet still makes that assessment. DataFlow is one document checking step within the wider authorisation application.
How to submit the report
When DataFlow applies to a new application:
- Create an account through the DataFlow portal linked from the relevant Helsedirektoratet page.
- Upload the documents required for your profession and route.
- Complete any request needed for the issuing institution to confirm the records.
- Download the final report.
- Attach it to the authorisation application in Altinn without password protection.
If your university requires separate consent before releasing information, Helsedirektoratet may contact you with a power of attorney form for primary source verification. Respond promptly, since waiting for the institution can extend the application timeline.

If you already completed DataFlow elsewhere
Applicants who used DataFlow for another regulator or employer, for example in the Gulf, may not have to start from zero. Choose Reissue Existing Report in the DataFlow portal. You must still add any documents required by Helsedirektoratet that were missing from the earlier report.
Compare the earlier report carefully with the Norwegian checklist. A report that was sufficient for another authority may not include the transcript with hours per subject or another profession specific document required in Norway. A simple check before you spend money
Ask these questions in order:
- Am I applying as a medical doctor with education from outside the EU/EEA? If yes, follow the doctor DataFlow instructions.
- Were the documents used in my application issued in Pakistan? If yes, follow the Pakistan instructions and your profession specific document list.
- Has Helsedirektoratet asked me directly to verify documents? If yes, follow the individual request.
- If none applies, does my exact profession page contain a separate verification requirement? If not, do not assume that DataFlow is required simply because your education is foreign.
The rules can change, and the Pakistan page changed as recently as September 2026. Check the official pages again immediately before starting verification, and keep any case specific instructions you receive from Helsedirektoratet with your application records.
