You can check whether your nursing qualification fits Norway’s published requirements before applying. But a university name, a DataFlow report or another graduate’s success cannot confirm your individual eligibility. The official answer comes from Helsedirektoratet, which assesses applications for authorisation as a sykepleier.
If you are choosing a course rather than assessing a completed degree, there is no binding advance approval. Helsedirektoratet says it must assess the completed qualification, and earlier approvals do not guarantee later ones. Academic recognition from HK-dir is not a substitute for nursing authorisation. First, identify the route that actually applies to you
Start with your country of education and the professional rights your qualification gives you, rather than nationality alone.
- EU/EEA education: use the official nurse checklist for EU/EEA qualifications. Qualifying general nursing qualifications can benefit from the harmonised recognition rules. Supporting certificates and country-specific exceptions still matter; an application is required.
- Education outside the EU/EEA: use the official outside-EU/EEA nurse checklist. Your educational records are assessed individually.
- United Kingdom: check the separate UK arrangement. Its newer route requires accepted B2-level language evidence before evaluation; transitional cases may follow EEA rules instead.
If you qualified outside the EEA but later obtained recognition and worked with full professional rights in an EEA country for at least three years, document that history. It can affect the applicable assessment; simply holding an EEA residence permit is not the same thing. The outside-EEA checklist explains what to submit.
Check your degree level before spending money
For applicants educated outside the EU/EEA, Helsedirektoratet explicitly points out that Norwegian nursing education is at bachelor level. If your qualification is below bachelor level in the country where it was awarded, it recommends considering an application as a healthcare worker, rather than a nurse. That is an alternative assessment, not a promise of approval. Official nursing instructions.
A certificate called “Diploma in Nursing” does not, by its name alone, tell you its educational level. Ask your institution to confirm the level, admission requirements, duration and professional rights. If you completed a post-basic bachelor’s degree, collect records for both programmes so the full training can be examined. Do not assume that a bachelor’s title by itself settles the content or clinical-training assessment.
What evidence should you collect?
For the ordinary outside-EEA route, the core educational attachments are your degree certificate and official transcript. Depending on your case, the regulator may also require a curriculum, reading list, licensing-exam evidence, registration or relevant employment certificates. Follow the profession-specific list, not a doctor’s document package.
Ask your nursing school for a curriculum covering the years you actually studied, with learning outcomes and details of theory and clinical placements. The institution’s contact details should be included. A subject list without enough detail may leave the assessor unable to compare your training.
For the EEA route, check whether you need a certificate of conformity and a recent certificate of current professional status/good standing, issued by the relevant competent authority. Is DataFlow how I check recognition?
No. It checks authenticity, not whether the degree meets Norway’s nursing requirements.

DataFlow is not automatically required for every foreign nurse. For documents issued in Pakistan, the official Pakistan rule requires verification of the degree and transcript, plus applicable supporting documents. It includes an exemption for holders of a valid decision who finish the additional requirements within its three-year deadline.
Other countries have different instructions. For example, the nursing checklist requires institutional delivery of transcripts for listed countries, including Nigeria and the USA, and CSSD verification for Chinese educational records. Apply, then read what the decision actually says

An outside-EEA decision allowing you to proceed to additional requirements is not yet full authorisation. The ordinary nursing route includes language evidence, national subjects/medication handling and a nursing proficiency test. Norskprøven evidence must show B2 on all subtests. If the decision identifies educational gaps, language study alone does not resolve them. One possible route is OsloMet’s supplementary nursing programme, but admission requires an eligible Helsedirektoratet decision and other conditions, including residence permission in Norway. Cost, waiting time and your next step
Checked on 4 October 2026, the foreign-qualification application fee is NOK 1,665. Published processing estimates are three months for EU/EEA applications and 23 months for the ordinary outside-EU/EEA route; missing documents can extend them. The useful first step is to obtain your transcript and evidence of qualification level, open the correct nurse checklist and identify any missing clinical-training records. That gives you an informed application plan, not a guarantee. An authorisation decision also does not itself grant a job or immigration permission.
